I think it might be better to state openly that this is a satire based on "The Evil Overlord" list, and reframing your terror strategies into questions. That way you'll be protected from copyright infringement.

Are you kidding? You might actually give the terrorist ideas. The stuff in the Evil Overlord list is ingenious, but applying it to real life terror strategies would make them stop using failed techniques, and start thinking of things that might actually work.
