I've heard it's Switzerland.
Something interesting you should know about chocolate. The cacao bean where chocolates flavour comes from is mostly grown on extremely fertile lands in Africa. People have a misconception that Africa could never feed it's own people, this is a lie pushed by western govts and supported by band-aid appeal organisations.
The lands where cacao bean, coffee beans etc are grown are "owned"(stolen land) by billionaires and trillionaires who sell their product to the western chocolate market, which is a multi-billion dollar industry.
Near slave labour conditions are found in the workers of the cacao industry.
That mars bar you're eating supports the system which must change.
