Actually it says "thou shalt do no murder"...Which is different from the broader term "kill". Murder specifies a particular type of killing...
The original Hebrew actually says "murder". I know this because I am studying Hebrew...
So the Bible says it is wrong to murder.
Unfortunately, not many people are complex enough to discern things that are rather simple and forthright, but such is the world we live in.

When everyone was stoning a woman, Christ said "the one without sin, pick up the first stone", so after the people left, Christ said to the woman, who supposedly was a prostitute, "go and sin no more"...No one was without sin, so she was not stoned. It is true now, we cannot judge others unless we are perfect ourselves. No one has the right to condemn others over their religion, only God does that. The terrorists that are out there killing and even their own people, are wrong, and will pay, they do not have a religion.

Yeah, but they mean stone them enough to make them sorry, not to actually kill them.
"Ye shall stone them a wee bit" is what it literally says.
