When kids are like 1,5-2 years old they start to ask questions about everything. What's this? What's that? etc.

You can't stop them. You can't tell them "You can't ask questions" It's instinct maybe. It's a way of learning about life and world.

So, if people were not allowed to ask any questions they would not learn/know anything about the world.
