It is generally true.
May I quote, however, from the 'Officially Nonexistent (But Unofficially Available Under The Counter At Most Major Bookstores) US Marines Advanced Protocol Guide' (2nd Edition, 1997):
"2.117: Should both officers in question display equal competence in programming the VCR (including the tiebreaker, 'Advanced Timer Tweaking'), the issue shall be decided by the officers predicting the winner of fisticuffs between the Official VCR-Carrying Sergeant (OVCS) and the Technician Who Looks After The Electrical Generator Required To Power The Official VCR In Remote Areas Such As Jungles And Deserts (this person has no acronym, and must always be described in full.)"

I doubt if that is it, because they would have to duel to the end, and whoever is still standing and alive, would be the senior officer. I think. My brother had to wrestle a shark, for who was the seniority officer in the Navy, thank goodness he won. Don't know about the Army. I guess it is the VCR winner.

After discussing who has the most time in the Marines, the winner would then ask the other why there is a VCR in his Marine Core.

No, course it's not true and I'm not nor ever have been a marine NOR am I even American but even *I* know that if two officers are senior and of the same rank, the one considered senior is the one who has served the longest. Of course if they signed up on the same day and at the same time, then maybe. lol.
