I guess the idea is that the food - KFC if memory serves - is so delicious that even after you've eaten it, you want more so you'll lick your fingers because the taste will still be there.
Pretty creepy if you ask me...

Finger licking good was a slogan from Kentucky Fried Chicken. It meant that instead of using utensils to eat your food, it was good enough to pick up and eat. Then it was so yummy you wanted to get all the taste from it so you would lick your fingers to make sure you got every last bit of taste.
