If there's a toilet brush available, especially if it's in a location I'm likely to use frequently, such as at my workplace, then yes, I'll use the toilet brush, because I figure it is my own mess, and I would like it if others were considerate enough to clean their own, as well.
But if it's in a highly public place and there is no brush available, then I figure someone else is getting paid to clean the bathrooms after, and I don't worry with seeking out a toilet bruch if one is not readily available. If patrons of these restrooms were expected to clean after themselves, they would make the brushes readily available.

With the advent of moist wipes and toilet brushes, not to mention water and paper towling, there is no excuse to leave a trail anywhere. Anywhere you are you should clean up your own mess.

I've never been in a public restroom that had a toilet brush handy. If there was one handy, and it looked clean enough to touch, I'd probably clean it.

I never do but if I didn't I would wipe it off. With a paper towel with some soap on it. You should always use one of those paper covers in public toilets if you can.

What kind of a pig would leave that on a toilet seat for the next person to sit on??? Disgusting. I think women who pee on the seats are also pigs.

They don't have any toilet brushes in the public toilets in the US, so it's no problem.

You walk away. It's not your job to be cleaning that stuff up. Even if you do, the next guy will leave 'em.
