I helped him to finish his homework. "help" here is a verb.
We need help finishing this on time. "help" here is a noun.

its like suppose you want to make an egg omlet. ok?
now if I just get you the eggs from market give you the necessary utensils and sit back and tell you how to do the omlet (procedure) and wait for the Omlet . Then I am helping you to do it.
But if I also do some of the procedural steps like breaking the eggs , mixing it with spices , churning it and giving you to do the rest of the things . Then I am helping doing the thing .

Help to do something would be someone giving you all the tools to complete a task but not working with you to complete it; while help doing something is a person working with you to complete a task

help to do is needing help in the futur and help doing is needing help now ex:
i need help to set the table: i want to set the table in a certain time and i need help to do it
i need help cleaning the garage: i am cleaning the garage and i want help doing it
