It depends on the type of cancer. If it is a hematological cancer (blood born) then yes, a blood test will identify it. If it is a tumor, then you will need to get a biopsy of the tissue that is growing abnormally to determine malignancy or if it is benign.
You can also get various blood tests to determine if you have a genetic predispostion to get different types of cancer before you even have cancer or any signs of it.

Cancer, for the most part, cannot be diagnosed by a simple blood test. While there are many tumor markers available to help detect cancers, they can only be used as adjuncts in a cancer work up. By themselves, they should not be used as forms of diagnosis and instead are mostly useful in the management of cancers after they are found. In terms of hematologic malignancies such as leukemias, a blood test can make a diagnosis on its own, but often times, confirmation with other tests (e.g. bone marrow biopsy) is necessary.

There is NO blood test to diagnose cancer for first time. Blood tests are used as markers on previous cancer patients. Cancer is found by MRI, CT and Pet scans.

There have been tested tried with varying success. If you have symptoms of a certain organ system, that system is easy enough to evaluate instead of an unreliable test .
