A good cleansing system like "AcneFree Severe" and "Mederma" a scar reducing medicine that you rub on your skin.

a good dermatologist will help. They can do a chemical peel procedure that will cause the outer, scarred and reddened skin cells at the surface to flake off, and under that a newer healthier layer of skin will make your face look healthier and less scarred. Deopending on how bad the scarring is will determine how deep the peel will be. Looks terrible as it heals but when you're done it looks awesome.

My daughter had tiny red veins on her face and she is having them erased by laser surgery. Check out on the net and see a dermatologist. He will be able to help or refer you to some one who can help.

I would make an appointment with a dermatologist. Any do it yourself methods may irritate your skin more than it already is.
