I don't understand why people write such dangerous answers. If this is a kid asking the question, the dog could be trying to dominate her/him and if she stares back at the dog it could become aggressive and possibly harm her.
The best thing to do if the dog stares at you is to NOT stare back, turn slightly sideways and back slowly away until the dog relaxes. Then tell your mother. The dog needs to be trained to accept you as a leader, not an underling. There are many techniques to do this so you can have a safe and happy relationship with the dog and not be afraid.
As for the rest of you. Grow up!
