At one time he had given me excelletn advice on the management of my future fortune, and today it did not even occur to him to ask himeslf how on earth I was reduced to accepting charity.

This basically means that the guy had been offered more now than in the past, he was still a little weary of the offer.

The next sentence is basically saying that the guy had once given him advice on money issues, probably unwanted advice due to the fact that he was going to receive a fortune, but today the guy didn't even bother to inquire as to why he was accepting a handout.
