There are several reasons. It isn't always easy for them to find someone who will teach them English, especially not free of charge. Since they aren't required to learn Engligh before coming to this country, and can get jobs here without ever learning, there is less motivation to learn even if classes in English are available. Some believe that they shouldn't have to learn, or that it will diminish their own cultural identity if they have to learn someone else's language.
And just as a side comment... I very much think it is right and necessary for anyone to learn the language of a country they plan to live in. (I -vacationed- in Denmark for a couple weeks once, and I managed to learn a bit of their language. I wold surely have learned it if I planned to live there for any length of time.) However, take a look around you some time at how many -Americans- can't speak their native language with any fluency, or read it, or write it. I'm not talking about people from bilingual households or anything like that. I'm talking about people who say that English is the -only- language they know. What is -their- excuse for being unable to speak it well? At least foreigners have the excuse of coming from a place where English isn't spoken...

There are many new immigrants coming to the United States who want to learn to speak and/or read English, but language learning takes time. If they are new immigrants, they may not have had time to learn English very well yet.
Most immigrants that I know want desperately to use English, but there are often things that prevent them from learning it. First of all, they don't often have a lot of money to pay for English courses. Second, they often work long hours so they wouldn't be able to fit courses into their schedules. Also, in the environments where many immigrants work, they don't hear a lot of English on the job, so they don't have much chance of learning it there.
There are some immigrants, such as migrant workers, who only plan to work in the U.S. for a short time. There wouldn't be much of a point for them.

Because they don't have to. I'm sure if they were forced to then they would like most countries do. That's just like us going to Mexico and demanding that they speak English because I'm the immigrant. Would they do it? No! They don't need classes to learn.....I lived in Russia for 6 months and I became fluent in Russian and Slavonic just by living there.

There used to be a law that all migrants coming to australia had to do a written english test and it was abolished years ago ,now the gov is bringing it back in.Usa should do the same,if you went to china you would have to learn chinese and the same for any other country.

A better question is why when Americans go to foreign countries they expect everyone to speak English. I spent time in Milan and there were American girls there who didn't want to socialize with anyone who was not American. Now what's up with that?

Because they don't have to, we cater to them. I work in a place that provides translators, and have known people who have lived here, some for 25 years, and still don't speak English. And they demand their "rights" to NOT speak this language.

Well you would have to either be an airhead or ignorant not to know the obious answer. Most immigrants come from places where they dont speak english. Also when they arrive to the U.S. their goal is money not to lean english.

Well, how many languages do you speak? It is hard to learn a new language, especially when you are older then 10. They're KIDS all speak English well though, I bet.

Being new to a place not even knowing english one should be polite and request in your own method and slowly u must learn to read and write .u must mingle and learn with the cooperation of your friends .
