Hypoglycemia (low blood sugar) can occur without the presence of diabetes, although some consider it to be a pre-diabetic condition. A three point glucose tolerance test where the blood sugar is determined in the fasting state, 30 and 90 minutes following th ingestion of a glucose meal would be advisable. This will answer your questions.
