How annoying!! Typical cat behavior though. You give them the best food, and they will still eat the nastiest things.
Ask your neighbors to put cat proof lids on their garbage cans.
Get repellents from pet or hardware stores. It comes in spray and pellets, cat object to the smell and go elsewhere.
If you are responsible for the cats, consider keeping them in your yard with an "invisible fence" sort of set up. Or, some sort of outdoor enclosure for them. An insulated shed with an attached, enclosed yard. No more roaming, no more "treasure" on your lawn.

They're cats, not much you can do there... :)

Just be glad they don't leave dead birds/mice on your doorstep in the morning

keep them inside. They're safer, they live longer, and you KNOW what they're eating.
