Stop the layered cuts. That will just make more volume because the upper strand of hair aren't weighed down. If your hair has too much volume after you style it, you can spray lightly and drape a towel or scarf over your hair and peal off after a minute. This helps set you hair closer to your head.

Buy some matrix "sleek looks" and use a glossifier. Let it grow, with regular cuts it should stay nice looking as it grows. The weight will weigh it down. Layering while it is short is not a good idea, but you know that already. Don't blow dry it at all. Use a product called "ego boost" by Bed Head and it will help with conditioning and lessen the volume.

I'm just a guy with long hair, so my experience here is limited.
But I just changed shampoos till I found on that reduced the volume.
I haven't seen Volume reducing shampoos, but Shampoo's for Very Dry hair work well.
Same thing with conditioners if available.

You should try a hair straightener, my sister bought a Fransen Futura hair straightener, and it is one of the best for its price. My sister said "The Fransen Futura is a great value for money and I think the best on the market, it gives your hair a lovely shine and your hair does not frizz after which is brilliant." You can either look it up on Google, or go to this site http://www.kelkoo.co.uk/b/a/sbs/133401/9446036.html or you can do what my sister did, you can look it up on eBay and buy it from there. She got it for around 80$!!! For something that lasts more than 4 years for most people it is worth it!

Go to a hair salon and ask the stylist to thin it down by giving you layers that frame your face. This will flatter your face shape and makes your head a LOT lighter. Everytime I go to the barber's I always ask them to thin it out and my head always feels 10 lbs. lighter afterwards.

u must be crazy to get rid of ur volume while ppl are dying to change their limp lifeless hair to wat u have !! but if u you really wanna then go for a hair straightening procedure..
