My friends just had a huge remodelling job done on their house. It took about 10 months, but the house has just now become habitable. This house is a second home, so not used that often, it has been closed up between visits but proper ventilation has been seen too.. When they came back to the house this time after a 3mnth absence, they found a ceramic jug that has some how become coated with what looks like graphite.. that's the best explanation.. also, above the windows on the rolling blind casings, there is the same powder. It can be wiped with the fingers and partially removed with the fingers, but still needs to be washed .. On the jug however, you have to scrub.. it almost looks like it has been painted on, the surface is also shiny, like it has been burnished.... Has anyone ever had this type of thing happen in a house?.. The builder is a complete idiot, so anything is possible.. Help.

I would bet that it's a type of mold or mildew that is attracted to only certain surfaces. I have seen something similar to this and it is something like chalk dust when touched, otherwise it looks solid and hard.
It could be in the fungus family.
Look it up online and take pictures of it and a sample of it and take that to someone who can run a test on it to see what it is. It potentially could be harmful.

Your friends should have this checked out. It could be black mold which has dried out. Read here:

If it is mold, they need to use extreme caution, and get it cleaned thoroughly.

Perhaps it is drywall dust that has settled. If there was enough moisture in air, this can harden it on surfaces it lands on.
