Well...as a hairdresser I can tell you that it isn't easy. (assuming you mean straight and light colored) It takes chemical straightening as well as color.
But why, may I ask, would you even want to do this? Be proud of the lovely charactaristics of your own ethnicity. If this means darker curly hair---then so be it! I wish I had hair like that!
If you feel the need to change something about your hair, then try doing a thio perm instead of a straightening. (a non sodium hydroxide straightener, followed by a perm on larger rods) It results in less damage with looser curls, making it easier to get a more natural tone in color. (Perm first-then wait a bit before you color!!! Perm solution removes color.) If your hair is quite dark and you want to go just a little lighter, then you wont have to bleach, you can just use medium brown ash color. If you want to go lighter than that, it will cause significantly more damage because you'll have to bleach, which may cause horrible breakage because black hair can be a bit brittle after chemical services.

There are actually products available over the counter for straightening / relaxing hair. The directions are included. Once it's straightened, you'll need a good style to go with the straight hair and will need to touch up the roots as it grows out. Research it over the internet and maybe go to a salon for the first straightening so you can see how it's supposed to be done.

I must say I'm a disappointed by your question. While I don't have a problem with relaxing or dyeing hair your intentions are all wrong. You shouldn't be trying to ever "look white". Just choose your styling based on what you like and what flatters your features.

If you mean coloring. Dye it. But if you mean texture: we use a lot of conditioner. But, why do you want to be like a white person? You are who you are. You need to be thankful for what you have because would you much rather have your hair or no hair? Think about this.

But if you are talking about how to get it straight then just go and get a wash and set and do it every week. But if you are talking about the texture then you can not change that you can only get a perm that will last you about three months.; And that is about it. Basically, they bleached the black pigments out of their black hair to lighter tone.
After that they dye it with lighter colors like white people.
This is how it is done in saloon.

well im white, but i have heard that there is a certain thing called a relaxer, to make a black womans hair softer snd easier to manage.
I really dont think she meant she wants to be white, or that she wants to have blond hair, I think she meant she would like her hair to be softer and easier to take care of.

Well what I think you mean is how do they straighten it...
You could use a hot comb, curling iron, flat iron, or even get a weave.
