Children with ADHD often have to be physically held onto as they walk down the street because they're known for darting out into the road without asking, pausing, or looking for cars.
They start eating food off the shelves in the stores, because they want it.
They take toys from other kids, because they want it.
They get angry and hit, kick, spit, pull, bite - they don't know how to 'feel' like doing it and Not Do It.
This is also why kids with ADHD often feel really, really bad about themselves. Once the emotions pass, they realize that their friends don't like them - because they were hitting or spitting. Their parents are angry at them all the time for 'taking' or 'running' or 'bolting' away when they were being spoken to.
They want to be liked, they just don't realize that their impulses can damage relationships with people. By the time they realize it, they are alone and feel horrible - yet it doesn't change the disorder. They can't just 'decide' not to act impulsively anymore.
It causes a lot of anguish in these kids.

The person just above me explained it pretty well. Poor impulse control means acting without the mental screening process that most of us have. The behavior may be hurtful or even destructive but is done without regard to the consequences. If you were in a restaurant, you youself would think twice before throwing a plate to the floor because the steak was a little overdone. The thought might occur to you, but you wouldn't act on it. You would think twice. Someone with poor impulse would throw the plate. It's not a lack of inhibitions, it's a missing or blocked connection in the thought process.

Poor impulse control is when a person cannot control themselves very well. They have an impulse, say they go shopping and go way over what they should spend. That is a problem controlling their impulse to buy/shop.

Just what it sounds like: you think it, you act on it. Not good. A large part of maturity is thinking before acting.
ADHD is such a big problem these days partly because kids are raised on TV/video/computer games. The electronic impulses mess up the neurology. Another reason is that kids don't spend enough time reading. Reading forces the brain to stay focused.
