The only thing I can tell you is..
I think your paranoid of losing the last 20lbs..
You do know that muscle weight is heavier than fat weight right?
Since you mention you work out 3x a week also, Haven't you thought that the last 20lbs you wanted to lose is actually the muscle weight you gain..
Try to think about that.. I mean your just not losing weight, Your weight training too. So your actually balancing yourself..
What I can suggest you is.. Look at yourself in the mirror. If you see something is improving, I wouldn't even worry about that 20lbs.
Do you know how many skinny people want to gain muscle weight.. Your lucky enough to turn your fat into muscle.
So stop your paranoia. If you really want to lose that 20lbs badly. Stop the lifting weights and just keep jogging and stick on your diet!

My ideas? Try to do 200 minutes of cardio a week. Remember fat does not turn into muscle, so you need to lose your fat while putting on muscle. Work hard, but don't over 60 minutes at a time. Do planks and other abs exercises on alternate days.
On training days, do 5-10 minutes of cardio to warm up, then do your weight training. Do 30 to 60 minutes more of cardio, then go home.
The best time to eat is just after your workout within an hour when your metabolism is raging. For your muscles, incorporate some isolated soy protein or whey protein. Whey is more potent but the soy tastes better!
Don't look at your scale as the be all and end all, but get a measuring tape to check your progress, and that will show more tangible results.
Read magazines like Shape, Womens Fitness, Fitness, etc to get tips and to stay motivated.
Good luck and stick at it. This plan has lost me 20 lbs in 12 weeks so far, just go for it!

Technically a BMI of 29 is still overweight, a healthy bmi is 24.9. It is taking me forever to get this last 20 lbs off. I have lost 85 lbs in the last year and a half and the last six month have been spent working on these last 20 lbs. And i still have about 10 to go

It sounds like you are doing everything right. I don't know as I am lucky and have never had to diet.
Seeing TV shows on weight loss, I would put this down to a myth as people achieve their goal weight eventually.
What I have noticed, the hard part is maintaining your ideal weight, exhibit A - Oprah.

I lost 20 pounds quickly and that's all I had to lose to get to proper weight - started walking a lot more and taking one or two diet shakes per day, as well as watching my calories.

Most likely it is muscle weight since you lift. I myself have not lost one single pound since I started lifting weights but, I have lost close to 3 inches off my waist and about 1 inch off my chest. I look in the mirror and I am starting to see the V shape I want with the muscle tone.
