"Why so blue?" means "Why are you looking so sad? "I'm just feeling blue" blue just means sadness. Feeling high is happiness, like toni braxton's song, "You're making me high" You're feeling extremely happy or in love.

Feeling blue means you are feeling sad, depressed, maybe just a little down. For instance: someone asks what's wrong, you'd say "I'm just feeling a bit blue today".
Feeling high can mean an exhilarating feeling you get when something good happens. "I feel so good today, higher than a kite".
It could also mean you just smoked some doobage.
