The DMV AND POLICE CANNOT GIVE OUT THIS INFO. ONLY SAY IT'S NOT STOLEN. It's a white Toyota thats been sitting in apartment complex for months. I want to contact the owner and see if I can buy it. i've left notes. knocked on doors,,,nothing. i will paypal someone $20 dollars if i get the right answer and actually get ahold of the owner . thanks

In California, you essentially can't. They are the most paranoid of all the states. I own a wrecker service and occasionally have to notify owners of towed vehicles with out of state plates. I HATE to see a CA plate come up. It takes forever to get anything from them.

Did you contact the owner of the apartment building? He may know which tenant it belongs to.

In Michigan, I once had them do a search on a car using the vin# but the car was long gone and no info available and it still cost me $10!!

If you had a police pal, he could tell you on the sly..see? You need to be nice to the cops..so go make friends maybe bring a box of doughnuts to the station late in the morning when it's not too crowded and they're bored.

Of course you could just try get inside the car and dig around for any paperwork. Registration, mail etc.

You can't. You have to have a buddy at the dmv or police department willing to break the privacy laws.

contact a local process server (he has the ability to run the vin for the current owner ) you will have to pay a fee though

the dmv has a "abandon vehicle packet" wich allows you to get a title for it
