If you leave a coloring dye on too long, (not really a good idea) it just does its thing and stops. A bleaching agent removes more and more of your color the longer it's left on, and can do real damage to your hair.
So if you're putting in colored highlights (like red, or a lighter brown or something) you could save money and do it yourself.
As for whether the blonding job is worth the money you pay, that is entirely up to your own feelings. You have to weigh your desire to have highlights vs your desire to have that cash; and don't forget that once you do it, you have upkeep... you have to keep going back to have it redone as it grows in, or deal with roots!
