Yes of course its so much better to barbecue, broil or fry a steak..........
There are a lot of places in the world where practically all meat is tough, here where I live in Mexico City for example. We send all of Mexico's best Grade A beef from Chihuahua, Neuvo Leon and Sonora straight north to earn the Yankee greenback. The US reciprocates by sending their toughest and worst beef down here to us, nice deal!
So sometimes you have to cook steaks in a pressure cooker, its not ideal at all, but its NOT crazy either.
Like others have said, lightly sear before putting it into the PC in a nice broth of your choice. DO NOT USE SALT IN THE BROTH OR SALT THE MEAT! Salt will make it tougher during the cooking. Add any salt you need AFTER its cooked.
My rule is about 1/2 hour per pound for beef, but definitely you should stop the cooker and check if you are not sure.
Of couse you will lose flavor this way, so make a nice rich gravy for the steak, that will help!

Brown the steak in a skillet first. Place in pressure cooker with about a cup of water and whatever seasonings you want. Seal it up and let it rattle. How long you cook it depends on how big the steak. For a regular size steak, I'd cook it for about 15 minutes. Longer if the steak is bigger. You might have to cool off the cooker, release the pressure (read the manual) and check the steak once while cooking if you are not sure how long to cook it.
Personally...I'd just as soon pan fry it or put it on the grill. It would be a lot less trouble and take a lot less time.

Steak is not going to come out right in a P/C it needs a hot fire, and tender loving care. Now Roast works beautifully in a P/C and you can do the veggies at the same time, tender, juicy, and the veggies get the flavor of the stock all the way through :-) Seriously, don't try to do this with a steak, you won't like it.

Don't. Pressure cooker is only for tough meats that require a longer cooking time. Why ruin a good piece of meat.
