I would say no because the brain controls the muscles when functional. Muscles only do 2 things, contract and relax. Muscles can contract on their own sometimes (muscle spasm) but not in a right order. It takes the brain to make them work properly. I would say the brain is more of an entity in itself.

You have a thin sheet of flat muscles all over your cranium.
You have lots of muscle that attach to the bones structure to the skull. Yet muscles "on or in" the brain. No.
