The main thing you have to remember is that you gain or lose fat all over your body according to a pattern that is controlled by your genetic makeup. Some people are genetically predisposed to gain it in the belly, others in the face, others in the hips and thighs. But there is no such thing as "spot reducing." If you want to lose in the butt and thighs, you must be prepared to lose it everywhere.
The one thing that complicates all this is pregnancy. The massive chemical changes that take place when you are expecting can actually chahge the distribution pattern of fat on your body. The most common form this takes is what is called "gestational insulin resistance." As you know, some women develop diabetes during pregnancy. This is caused by increased resistance to insulin.
The key indicator of gestational insulin resistance or diabeted is usually the tendency for a woman who has never had trouble keeping her belly trim to suddenly develop a spare tire. Your problem sounds like the exact opposite, which suggests it will stay that way, and you just have to think in terms of losing weight all over, period.
Depending on your age and overall physical condition, you should work to combine a good exercise program with a reasonable diet. If you are accustomed to higher levels of exercise, get back into that to the extent possible, remembering that age is a big factor. Never expect to "get back in shape" the way you were at 20.
Taking care of four children should give you a pretty good basic activity level to begin with, but you still need an hour of focused exertion at least every other day, and preferably every day. Everyday exertion usually just makes you tired, without giving you the calorie burn you need to take off the fat.
As for diet, it isn't hard. The main problem for most people is cravings, which in turn cause us to eat too much. Keep the portion sizes under control. Stay off the pizza, cheeseburgers, ice cream, macaroni and cheese. Prefer whole wheat bread and bread products. Drink lots of water, and less sodas and tea.
And tame your inner pig. Hunger attacks usually don't last longer than 15-20 minutes, and if you can divert your attention, the feeling will pass. If that doesn't work, have some popcorn. It is filling without adding too many calories. Try a pickle or some raw broccoli or celery. I know, it takes some getting used to.
And you will lose. Don't be surprised if it leaves your breasts, face, and arms first, and the places you want to lose it last of all. Life's just like that.
Good luck, and never give up.

Walk, walk, walk and keep on walking! Put the baby in a stroller and walk around your neighborhood, the mall, the park, anywhere and don't forget to bring plenty of water as well to flush the fat from your body while doing ANY exercises.
I had #4 last year and started using Depo since I was nursing so I've only lost about 15 of the 25 I gained (I had only lost 25 of the 50 I gained from #3 when I got pregnant the last time), but I walk as much as I can and am considering changing my birth control as well. My butt is smaller from the walking . . . now if I can just take care of my stomach (emergency c-section) then I'd be content.
Good luck!

I understand! I had my 3rd a year ago. I gained 60 to 75 pounds with each, this last time was 75. I've lost all but 10. This is what I've found: You can't lose weight in spots. Do cardio to lose weight overall. You can do lunges and squats to tone your bottom. Also, work out your upper body with weights. Developing muscles in your upper body will make you look more balanced. Also, eat a healthy diet of correct portions and whole grains-- cut out processed foods and sugars as much as possible. The weight will come off! Good luck.

YOu can walk on a treadmill at a higher incline. If you go to the gym you can also use the stair climber and epplictical machine as well as the butt blaster!

Buy a Taebo Fatburner Tape, you'll lose your butt and stomach.
It's hard at first but if you persist you will start seeing results in two weeks.
