The wrong here is on your side of the fence for several reasons.
1: You should have had your dog under control
2: They most likely wish to test for rabies-which will terminate an animals life.
3: you will have a nice law suit.
4: And last but not least- By the grace of, whom ever you believe in, go you. That person you refer to as the town idiot could be you and name calling doesn't say too much for you in general. It could be you dude, it could be you.
