Okay, first off, you know that throwing stuff to the neighbor's dog is a baaad idea, right? One, it's not your place. Two, the neighbors probably don't want anything, including meat, thrown into their yard. Three, chocolate is toxic for dogs - can make them sick, even kill them. Four, even if your intentions were good (chocolate covered meat?), raw meat can make them sick and pure meat (i.e., a steak) often has bones that can injure the dog.
Plus, if doggy eats your offering and croaks, the neighbors will be extremely displeased.
So no more throwing stuff into other peoples' yards. Not cool.
Now on to the attack -- if your daughter is injured, of course you've already seen a doctor (here's hoping she's going to be okay). If the dog bit your daughter, you are within your rights to report this to the police, or to the city animal control officers.
This will tick off your neighbors, but if the dog is dangerous, it needs, at the very least, to be contained so that it can't attack anyone.
You can talk to a lawyer about whether or not you're in a position to sue the neighbor for medical costs, etc., if any. Understand that legally, you may not be in a good position here, since it could be argued that you provoked the attack by throwing stuff into the yard (and the fact that chocolate is toxic for dogs is not in your favor). Depends on the laws where you live whether you're in any position to sue or not.
You are in a good position to ask your neighbor to contain his dog - with a high, secure fence or other precautions - so that the dog can't get out and attack anyone. The dog has shown a tendency to be aggressive, so if the dog gets out and bites someone, the neighbor will be liable (wherever you live). It's in the neighbor's best interest to keep the dog contained before it gets into trouble, since your neighbor will be held liable and at the least, have to pay damages and medical costs (assuming the person attacked didn't provoke the animal).
You don't say how old your daughter is, but even adults put into this situation can develop stress problems as a result, so talking to a counselor on how to help your daughter deal with this would be a good idea - if money's an issue, check with the department of social services where you are.

well how bad is she hurt. one thing u cant do is sue the neighbors cuz its not there fault u did what u did. just take ur daughter to the hospital and let them deal with the injuries. and one more thing dont ever throw anything with meat at dogs alright?
