Talk to your neighbors calmly, apologetically, and politely. Offer to pay all the vet bills. If they feel like you are sorry and willing to help, if they're good people, that will be enough. Unfortunately, there are people out there who like lawsuits, but even in that case your offering to help will be seen positively in court. It is very expensive to sue people, and that is usually a pretty strong deterrent. There still may be consequences for your dog, but if you can prove that he is non-aggressive and offer to keep a muzzle on him when he goes outside, that would look better.
Basically, be pro-active here, get proof when you can that you tried to make things right (for example, calling the vet they took the cat to and explaining). Good luck!

Did the cat come up to your dog while it was on a leash and in your yard? If it did - then it is not your fault. If not then step up and pay the bills, or you may be sued for them anyway. If they sue you will have to pay lawyer and court fees, so it is better to suck it up now.

blame it on another neighbor. Or offer to pay what ever bills arise from the bite. It isn't like your dog mauled one of their children. If the cat dies get them another one they are always in the paper for free.

if the cat was in their property-
go to the neighbors door and apologize nicely
if the cat was roaming around or it was in your property-
tell the neighbor that u r not responsible for ur dog biting their cat. it is their fault that their cat ended up becoming injured because of irresponsibility.

You better step up and take care of the vet bill. You should be glad your dog didn't kill the poor little thing. If I were you I would get a trainer and let them teach you how to control your pet. It's your responsibility.
