That is the underside of the overhang on the roof (eaves) of the outside of the house. Some houses are finished and some are not. If it isn't finished you will be able to see the ends of the rafters that make up the roof. A lot of southern California houses are unfinished as the climate is so mild. Northern houses are finished since it is cold and sometimes the wind and snow will go up under it and cause a problem.

The other 2 answers are both wrong. Fascia is the vertical board or other material on the edge of your roof (usually 6" high or so). It is what your gutters are attached to. The eave (just under and back to the house wall) is called the soffit.

its the trim boards that face out around the roof line and cover the overhang from rain its used now to hang vynyl soffit from to cover that gap between the house and the roof line ask at depot they will show you a picture or at the paint sections of a store , an olde painter
