Here in NY many of us use a computer program called the "Spectrum Justice System" (SJS) to report our activities. In theory, if all of our complaints are logged into the computer, it would accurately complete a Uniform Crime Report, as well as provide a huge data base for our Department, showing names, addresses, past complaints at a certain address, etc. Some nights, it's a pain to enter all of our complaints into the computer, but without doing so, nobody would know what we did all shift, and our boss would not be able to procure grant monies from both the State and the Federal Government for equipment and overtime, to help the line officers out.

Assuming that you know the UCR.
Get the law enforcement agencies do better classifying in the crimes reported. An example would be a house under construction is entered and someone removes the stove. Some have reported this as a burglary of an unoccupied dwelling. When in fact it is only a grand theft. Big difference here.
I think drug crimes should be added to the UCR. They are not currently reported.
