My husband has H1B visa in US and I want to apply for H4 visa at the US border. What are the requirements and procedures?

Go to the closest US consulate with the following documentation: your passport, birth certificate, your original marriage certificate, your husband's original approval notice of the H-1B visa (or a notarized copy), a photocopy of your husband's passport with the valid H1B/H3/L1 nonimmigrant visa, and a copy of the package that was filed with CIS for the H-1 (if possible). Sometimes the consulate officer will also ask for copies of tax returns, bank statements, or wedding photographs, depending on how long you have been married. This should be done in advance. Otherwise, you can come to the US as a tourist and file file Form I-539 to transfer to H-4 status. However, there is no guarantee that it will be processed before you have to return to Canada. So it is recommended that you do it before coming to the US.

You can't apply for any US visa at a border. You must apply at the nearest embassy or consulate to you, with copies of his I-797 Notice of Approval, his visa, and your marriage certificate.
