Necessary? Zero. Your hairstylist makes money cutting hair. Tipping should be something done out of kindness, not from some sense of obligation.
I tip a couple of bucks for a haircut. Usually works out to 10%.

I think 3 bucks is fine depending on what she did. Some place charge to much. My hair is straight and my husband can cut it for my, however, when I need it cut and he's out of town I go to a salon. One place I went to said they would charge me $50 to cut it. I told them "all you need to do is cut a straight line across the bottom to get rid of the split ends." To which they said that it includes getting my hair washed and dried. I asked how much it would cost without washing or drying it. They told me $45. (I got my hair done for my wedding there with a girl that does not work there anymore and it only cost $60 so I thought that was crazy.) I did not get my hair cut there cuz I thought the price was crazy. If I had I would not have tipped at all because they were already charging more that I felt they should. Sheeze $50 for cutting a straight line. That takes little time, little skill, and little effort. However, getting my hair done for my wedding took a lot of skill, time and effort so she go $15 for her tip. I base my tip more on what the person does, how well they do it, and the attitude they do it with than on the cost of the hair cut, style, etc. I used to be a waitress and I belive people need to work for there tips. The other girls who got smaller tips did not put forth as much effort. Base the tip on the service not the price.

hmm...I've not heard of tipping the hair stylist before. Never do.
To cut costs try a cosmetology school. There are students there that are good and some about ready to graduate. They have to have so many hours of training time. They usually charge a heck of a lot less too. Over here I can get my hair cut for about $8 at the school.
Find one in your area, sometimes vocational schools will have them too, and call for information. Ask for a student that has been there a while.

about 10% is good depending .....
With proper tipping etiquette, the percentages of your tips do not change because of the cost of the service. Let's take a hair salon, for example. Of course, you can always tip on the lower end of 10-20%. But if you are going to go to a more expensive salon, then it is assumed that you can afford $120 plus tip. If it is really a big crunch for you, then I would recommend going less often or finding a salon that is more within your budget.

My wife is a professional hairstylist of 25+ years. If your paying $37.00 for a haircut that includes a shampoo and blowdry then a tip of $5.00 would be an acceptable amount. I'm not sure where you live, but in our region an average female haircut, shampoo, blowdry is $25.00, a male haircut the same order is $17.00. The larger cities are more: I.E; Chicago, New York City, etc.

At least you left one. If that is all you could afford then so be it. Should of hoped for 4 which is slightly more than 10%. If you give a little more next time and a little less another depending on you finances then she should understand.

My haircut is $12 and I tip $5. If my haircut was $37, I would still tip $5.
