Yes it is a religion. If you believe in it then its your religion. If you don't believe in it then its not your religion. Same thing with Christianity, if you believe in it, then its your religion, if you don't then its not your religion. If you believe in that's fine, if you don't that's fine too.

I say no.
1) Religions explain ultimate reality. Astrology doesn't deal with the afterlife, but this one.
2) Religions describe the place and role of humans within ultimate reality. Astrology operates off of the assumption, right or wrong, that the positions of stars can somehow influence our future.
3) Religions almost always include reverence for and/or belief in a supernatural power or powers. Although astrologers may look to the stars to see into the future or past, nobody that I've ever heard of actually pleads with them to intervene.
4) Religions have a social structure built around their beliefs. Although astrology as a whole has a social structure, no such structure is particular to astrologists, and one does not have to participate in that structure to be one.
5) Religions impose moral prescriptions on their members. Astrology does not.
6) Religions include rituals and sacraments. With the possible exception of how the stars are located and interpreted, there is nothing comparable in astrology.
7) Religious ideas are highly static; they change primarily by splitting off new religions. Astrology, although it is somewhat static, doesn't really offer any ideas about how to change things that will happen, but only suggests what is likely to happen, according to the astrologist, who is usually wrong.

Although Astrology does consist of a high degree of spirituality, psychic tendencies, karmic influences, gnostic Revelations and mystical experiences, it can not be regarded as a religion per se.
