I live in New York and there are thousands of young men and women working here frorm UK and Ireland -- mostly in restaurants. Yes, it is very expensive, especially in Manhattan, but there is no place more exciting to live for people that age and if they double up and don't mind living in the outer boroughs in can be done, all those people make do somehow. I am afraid I don't know that much about Green Cards. An idea I have is you could write to or call the restaurant below at off hour -- after 9 PM and maybe talk to someone from Scotland who works there they seem to be a few young Scots working there --

PS Houston -- what unbearably hot awful place. New York has people from all over the world only a few "Yankees"

No one has really given you any advice on how to do it... so, to be honest, I don't really know how exactly either, but a start would be to contact the American Embassy over there and maybe ask them. Or you can probably find them online too with information. I say go for it, everyone always over-exaggerates on how expensive New York is... seriously, the rent can be expensive, but you can find the same prices as other cities and areas here as well... you just have to make some sacrifices (space, comfort, privacy). I think the cost is offset by that you don't need to pay for a car (a huge expense) because there is much public transportation and you'd have to be crazy to have a car here. Also, food and other services here are cheaper than I've found them in any other place... you just have to know where to find all of the deals! If you make the effort, you can live here on the cheap.

Good luck to your sister and her friend.

Cheers.

Why the HELL would anyone want to go live in America? The Land Of The Free? Where one word out of place can land you with a lawsuit? Where everyone gets just 2 weeks paid leave a year? Where you have to use that up if you have surgery etc? Land of the free? Don't make me laugh!

New York is insanely expensive. America is great, but you might look elsewhere besides New York.

Welcome to America! NYC is very, very expensive and cold in the winter. It is unbelievably fast-paced and unforgiving of error.
Try Richmond or Charlottesville Virginia

depends, you don't need a visa if you already live here in America (or are a legal resident). You need more info.
