The first hard disk drive was the IBM 350 Disk File, invented by Reynold Johnson and introduced in 1955 with the IBM 305 computer.
Laserdisc technology, using a transparent disc, was invented by David Paul Gregg in 1958 (and patented in 1961 and 1969). This was the forerunner of modern CDs which were developed in the 70s from Laserdisc technology. The first massed produced commercial CD was produced in 1982.

The Hard drive came first, but it used to be a lot bigger than it is now. CDs only came out about, maybe, 20 years ago. Hard drives have been around for about 30.

The CD came first. It came out in the 80's as music CD's. Only after it started catching on as a storage device did it begin to hold DVD's and computer storage. That didn't catch on until the 90's.
Edit: I think I misunderstood your question at first. The hard drive came first, long before the CD. I was thinking you were asking about CD-ROM drives. Guess I need to read the details!

That's easy. the first hard drive ws developed in 1969 by what we now know as Maxtor. It was the size of two refirgerators, and could hold a file smaller than an MP3. CDs were developped in the mid 80s, and only released to the public in the 90s.
