Unfortunately with guys, they always think you're rushing things. They're so afraid of committment it isn't even funny!!! You could try saying something like, "I like/love (whichever you feel comfortable with) spending time with you or being with you." It's worth a shot, you're not going too far by saying "I Love You" but you're still expressing your feelings. Good Luck!!!

Don't make a big production of it, just do it casually.
When you're saying goodbye at the end of a date or some such, don't say "See ya around". Instead, say "Love ya" - and then go your merry way.
If you do that, he'll know the feelings are there, and he'll also know that you can handle them without turning into the clingy type.

It only sounds like your rushing things if you haven't been dating for a decent length of time.

You just have to be honest with him. Writing a letter seems to work well. That way you can make sure whatever you write isn't too needy or anything. Just let him know that it is more a feeling than a commitment.
