YES! Whenever a vehicle is responding to an emergency it likely is polluting more than usual. They've gotta get down the road, someone's probably bleeding or gettin slapped around! Or perhaps there's an outrageous fire and that is creating tons of pollution (especially if it's a tire warehouse). So let's pollute a little in an emergency, to save alot more, I'm cool with it!
