It is an outside panel, grey and 1 side says open here and I can't open it!!! It seems to be stuck on the top!

Don't worry about getting shocked. Some outside covers need to be lifted to clear the latch, some have a latch on the bottom that needs to be worked, and some are just a pain in the b--- to open especially if they've been painted. Examine it carefully and find the hinges. There will be clues as to how it opens. Some need a heck of a tug to get them open.

BE CAREFUL! Not one for hysterics here, but you really outta know that some of the metal in there can deliver a non-stop shocking. It is unlikely a breaker will trip and stop the current. This is not a wall plug you are dealing with. If you can't figure out how to get it open, maybe you should back away.

To answer your question, try pushing in on the latch, then pulling down the panel.

If you are thinking of trying to pry it open make sure you use an electricians screwdriver which has a rubber insulated handle. Otherwise you could get into serious trouble. Electricity is not a toy.

Are you sure it is not locked. If it is locked there should be about six screws around the outside you can take them off and the front door of your panel will come off. But be carefou that you don't get shocked.
