Words can be cheap. Instead show them you love them. Not by sex. Sex=lust not love. Love is shown in the eyes, and in kind speech. First feel them out with compliments, if the compliments are well recieved then pour on the flirting. If that also is well recieved, then move into heavy petting, but go no farther. This is when you want to test the relationship. Stopping before things go all the way, gives you the chance to watch their reaction. If their reaction is unfavorable maybe you should rethink. If they are ok with it, then you know to lean in kiss their face (not lips) and say, "I love you!"

Don't have to tell the person. Make them feel the love showered towards them. Do something that would be really romantic and moved them~~ It's more sincere this way.

"I love you" never fails. If you try to hint at it or be subtle you run the risk of mis communication, and with something as loving and serious as telling someone that you love them, thats just not a good time to have a miscomm.

put your arm around them and look deep in there eyes say I love you in a deep loving voice for a boy or a girl say the same but in there regular voice but close to a whisper.

Show it with your actions, give clues, wait for the best moment, and say it, be serious and have backup plan in case she says no....hope not, but also think about what will happen if she says yes!

Don't just blurt it out. Make sure you'rein a quiet, relaxing atmosphere and make sure you have his/her attention and they can be serious when you tell them because it is a serious thing to say. "Im in love with you" sounds better than "I love you" i think.

I'd work up to it, kind of see if they're "Ready" to hear it, 'cause it freaks some people out! Then come out and say it, however you can.
