Close the window and try again in a new window...when IE blocks it shows a bor on the top. Click on the bar on the top (below the address bar) and select the option that sounds like "Allow download".

first of all download mozilla firefox.


Secondly, there might be a chance that you IE does not allow you to directly download .exe files (because sometimes, exe files are viruses). Go into you options and allow your IE download .exe files

Look in your control pannel. and check you firewall if you are blocking this.
