Incest, whether consensual or forcible is never accepted by civilised society as it is against its norms. But it is altogether different whether the partners in incest accept it. Sexuality is definitely growing and showing. Sexual consciousness is attained at a much lower age than before. A partner is not always at hand for sexual relief. A visit to a professional sex worker is more unsafe than before for fear of contracting HIV. A sexual relationship within the family is a safer and healthier option in this respect although society and all religions are against it. Pent up desires can act adversely on the mind and provoke a person to commit sexual crimes like rape. But if two people in a family consensually agree to have sex although rules don't approve, it also helps bring down the crime rate. Maybe that is why consensual incest is finding more and more acceptance gradually. Although it can by no means be recommended as the first alternative.

Although the incidence of incest (you didn't specify which kind) may be growing, unfortunately, acceptance is NOT, at least not in this culture. Look at the huge scandal when Woody Allen began dating his 21-year-old step-daughter, a girl he hadn't even raised!

However, in some cultures, the definition of incest may be even broader, since cousins or other people in a group may be defined as siblings or parents.

Whether or not incest is "accepted", it causes trauma and is, by the way, a criminal offense!

"Incest is sexual activity between close family members. Incest is considered taboo, and forbidden (fully or slightly) in the majority of current and historical cultures. The precise meaning of the word varies widely, because different cultures have differing notions of "sexual activity" and "close family member." Some cultures consider only those related by birth, while others include those related by adoption or marriage. Some prohibit sexual relations between people who grew up in the same household, while others prohibit sexual relations between people who grew up in related households."

I sure hope not. It should never be acceptable under any circumstances. And if someone says it is consensual, it probably wasn't in the beginning. The parent should be in jail or worse.
