First of all, be creative. Being aggressive and fighting for attention is counter-productive. It's about being strong, bold, and creative. Let me explain.
Why would the guy want to talk to you? What do you have to offer him? (and no, I'm not talking about violating your morals). Really though, a guy will want to pay attention to you if you are good for him. Are you an asset to him or a liability - do you try and consume his attention without producing any real value for him in return, or do you get his attention in exchange for something more valuable for him.
Please don't understand this as "flaunting your body for him" or violating your own morality: it has to be something that is ultimately good for you. Know that sometimes we want something that is not good for us - we must study out the facts to determine ultimately if it will be good for us, and then rely on God to guide us in our decisions.
Don't sell out on your values, because that will be bad for you, and the guy won't respect you for it. Virtue attracts virtue - if you want a guy who is true to himself, be a girl that his true to herself and her standards. Why would a virtuous guy want to be with a girl that is not virtuous, unless she deceived him?
Neglecting these basic principles in relationships will lead to lives of quiet desperation and misery.
Turn your brain on :) Be creative. If you believe "there is no way I'll ever be able to get that guys attention" - how is that idea working for you? Do you like thinking that? Does that make you happy to think that?

Well unless you're planning on raping him you really can't be too aggressive with a guy.
Remember even though men may pretend they're not doing anything to attract you they most certainly will appreciate any attention from females.
It's an ego booster, so don't worry about appearing too aggressive. They love it when girls make the first move!

Find a sport he likes that you think you can bare through watching, and ask him would he like to watch the game with you. It's a good ice breaker and you come across as being interested but not aggressive.

Aggressive is not necessarily a bad thing. Why don't you just ask him out to coffee or drinks. Guys are pretty literal, sometimes you need to spell things out.
