a) Actually, Chakotay in Voyager is.
b) Just as it was an afterthought or unintentional oversight by Roddenberry to add a Russian to the crew (notice that Chekov did not appear in the first season), it may be nothing more than nobody thought of it. (The fact that I don't know of any native astronauts leads me to think that there is a paucity of them in the space program, through no fault of anyone's).
In addition, there are at least two instances I can think of in TOS featuring Indians, just off the top of my head: The Omega Glory and The Paradise Syndrome. So unless I have misunderstood the question, you are either wrong/mistaken and/or I have cleared the misunderstanding up beautifully for you.
