Now to me it sounds like there is a chance, because why else would you say "its not official" rather than "im already seeing a guy... sorry!"?

Either she's taken or she's not. What she really means is: I have this guy in reserve that I can use when I need to, however I'll jump at the next best option.
She sounds pretty shallow to me. Just my opinion, but I would move on and find someone else.
And DON'T give her your number. Basically it's equivalent to begging for a date. If she wants to get in contact with you, she will. If you're still interested in a few months, call her to see what's up. Stay confident (not arrogant), and you'll know quickly if she's interested. Even if you're disappointed by her response, don't let it show.

She's just being honest with you and telling you everything and not tid bits.
Just because it isn't official doesn't mean there's a chance for you.
She is obviously not willing to rid of her "on & off again" boyfriend, so that's marked territory. I would say, move on.

She is true to relationships and doesn't want to give this guy any reason to not trust her. On the other hand if this relationship doesnt' work it sounds like she has interest in you.

every girl is "seeing" somebody. No girl leaves a relationship unless he has something else lined up. Don't let that discourage you - make your move.
