with modern technology it's rather hard to find out if it is or not. all phone tapping equipment simply filters the data transmission from your cell phone or land phone without interruption. they do sell anti-tapping devices but they are quite expensive.

Sometimes it is possible to hear a click after you lift the phone though with modern technology they tend to be triggered by "flags" or key words that the tapper is looking for that will start a recording process. I was bugged by MI6 for six months for raesons I'd rather not discuss and there was always a change in the volume and quality of call when "they" were listening.
