If you're using a check or credit card, chances are they will ask for proof of ID so that they know who you are, and that you're not spending someone else's money.
If anything, go get a license, and if you don't have a state ID, get one of those too...becuase you cannot even test drive the vehicle without a license.

YES you can buy a car, get it registered (license plates) and insure it without a license. You just can not opperate it on public roads unless you have a drivers license.
