Have you happened to look at the ASCP website? www.ascp.org
I know when i took the ascp two years ago for mt that it cost about $150. I know here that I think you must have a bachelor's degree for ascp. I do not know much about the AMT or NSCLS. I know the AMT you can be a MLT and work for several years to take the test.
But I would check out their website, I just looked and there is some info on there about international certification.

The cost and requirements can be found by contacting ASCP.org
The necessity for this exam will vary from state to state some will accept the other exam NCA (I think), but most will recognize the ASCP exam. Also a few states will also require their own state exam for license as a Medical Technologist. Additionally, newly certified Technologists have to go through a continued training process. (see ASCP.org for details)

The cost of an ASCP International examination for Medical Technologist in the Philippines is US$175.00 only (Ph Pesos 8,925.00). Just consider the foreign exchange of US$1.00 to Ph Peso 51.00 in today's rate.
ASCP is much cheaper and less hassle compared to AMT which requires a check on credential evaluations which cost US$200.00, care of WES, IERF etc. To top it all AMT Exam US$175.00 + US$200.00 (Credential Evaluators) = US$375.00 (total). Can you see the difference.
ASCP International Representative Dr. E. Blair Holloday and Ms. Jennifer Williams were in Manila last July 22, 2006 with a brief meeting with officials PAMET National Office in Manila and Cebu City (see source below).
Having a 5 years clinical experience is a no longer applicable or required. The most important thing is to have and completed the four year Bachelor of Science degree in Medical Technology taken from an accredited by the Ministry of Education (this means Commission on Higher Education - Philippines).
They come with ASCP International Exam (globalizing it) just to supplement the needs of MTs, MLTs in the U.S.A. because there are only 100 person who took the exam last year. Meaning there are alot of demands for certified Medical Technologist in the 51 U.S. states so they need to import foreign workers to fill up the vacant posts.
In comparison to the Medical Technology curriculum in the Philippines and U.S.A., we are almost identical in some ways because the Philippine curriculum has adapted the U.S. standards since the end of World War II. That's why they prefer ours and the Korean Medical Technology curriculum too.
Watch out on October 2006! ASCP will be available in the Philippines and will be administered by Pearson Testing Center (the same agency in AMT test exam) in Manila, Cebu no updates yet.
As said by Dr. E. Blair Holloday on one the seminar in Philippine Association of Medical Technologist (PAMET) last July 22, 2006 at United Laboratories, Inc I had attended.
By the way, taking a CLS Licensure Examination in California and Florida requires U.S. Social Security Number. (No. U.S. SS#, no exam). You may find it hard to get one thesew bacause U.S.C.I.S. and Dept of Homeland Security is preventing and cracking down on illegal immigrants who enter the U.S.A. Last year, It was easy to take the exam without the hassle of being asked for a U.S. Social Security Number as my friend told me.

There are four different routes that will qualify you to take the MT (ASCP) exam.
Route 1: A baccalaureate degree from a regionally accredited college/university including courses in biological science, chemistry and mathematics AND successful completion of a NAACLS accredited Medical Technologist program within the last 5 years, OR
Route 2: MLT(ASCP) certification AND a baccalaureate degree from a regionally accredited college/university, including 16 semester hours (24 quarter hours) of biological science (with one semester in microbiology), 16 semester hours (24 quarter hours) of chemistry (with one semester in organic or biochemistry), one semester (one quarter) of mathematics, AND two years of full time acceptable clinical laboratory experience in Blood Banking, Chemistry, Hematology, Microbiology, Immunology and Clinical Microscopy within the last ten years. At least one year must be under the supervision of a pathologist (certified by the American Board of Pathology) or an appropriately board certified medical scientist and a certified medical technologist, OR

* CLA(ASCP) certification was discontinued in 1982. Only applicants previously certified as CLA(ASCP) may apply under Route 3.
There is a new exam called ASCPi that just came out not too long ago, and I would strongly encourage you to contact ASCP if you don't meet any of the above criterias to take the MT (ASCP) exam.
You will be require to have your transcript evaluated, and the acceptable evaulation agencies can be find.

You can also look into NCA (National Credentialing Agency for Laboratory Personnel) http://www.nca-info.org/ They have a Temporary Status by Qualification (TSQ) which help international technolgist to achieve certification.
