Can a UK passport holder apply for and process a Chinese Business visa whilst in Australia on a Business Trip? (non-Australian resident)
Do the Chinese Consulates/Embassies in Australia accept applications from "Visitors" ?? Or do I need to be resident there?

You should be able to get a Chinese visa while in Australia.

I was able to get a Chinese visa in Hong Kong even though I hold a USA passport.

You would not need an advance visa to go to Hong Kong, by the way. When I was there, I got my China visas through China Travel Services, which has offices throughout Hong Kong.
