I know exactly what you are going through.
When I was in High School there was a guy like that in one of my classes. He was very nice but just too touchy.
I just told him that I am not very comfortable with people touching me all of the time and he had no problem with it. He actually did not realize that he does it. Just be honest and I am sure that he will understand. Or just just say Stop Touching Me You Creep.

Some people are just naturally more tactile than others, but it could be that he's attracted to you. I think it would be wise of him to get a sense of permission, and you obviously haven't given this. If you have given him negative vibes and he continues to touch you, go the next step and tell it to him straight. "I would really appreciate it if you would keep your hands to yourself. I don't like it when you touch me." If he gets mad about it, you still win, because he won't touch you any more.

Yes, that is annoying. When you talk to him, keep some distance. Keep something between the two of you, a desk, your purse, anything. Most people wont reach around a barrier.
If it continues, the rational thing would be just to tell him to keep his mitts off you.

Subtle does not work on people like that. Next time he does it tell him there is really no need to fondle you while he speaks. Your hearing works just fine. Say it nicely, but mean it.

tell him you are not comfortable with it- is he touching inappropriately- you know - like private areas- if so- have the perv arrested for assault and battery- or is he one of those touchy feely guys and does it to everybody?? that can feel weird- especially if it is not someone I am close to or care about- ew@! Tell a school counselor-(High School?)maybe he will call him in and discuss it- Take care- D

Just be straight out with him, so there are no misunderstanding about him not touching you. If continues then report him to the authorities.

go to the authority and tell them it is sexual harrassment. no one should ever put their hands on you if it makes you feel uncomfortable. and by you allowing him to put his hands on you, he may think that you like it. and he may think its ok for him to do other things that can lead to something even bigger, or worst. just stop it before it gets any worse.

kick him in the nuts! i lived by a guy that had a deaf girlfriend so everytime he talked to you he would touch you because he was used to her having to read his lips, if you looked at something else while he was talking he would touch you again and again and again. :(
